Dan Warner, Ph.D.

Executive Director and Founder, Community Data Roundtable

Dan Warner, Ph.D. is a clinical psychologist by training who has spent most of his career in community behavioral health. He founded Community Data Roundtable in 2012, and was awarded a Robert Woods Johnson Voices of Quality award in 2014 for his work. Prior to serving as Community Data Roundtable’s full time Executive Director, Dan worked as the Director of Outcomes for the behavioral health managed care organization, PerformCare. Dr. Warner is a graduate of Duquesne University’s Clinical Psychology Doctoral Program. He is also an active member in the Pennsylvania Psychological Association, serving as the Integrated Care Committee Chair for the past two years.


Jesse D. Troy, Ph.D. MPH

President of the Board of Directors

Jesse D. Troy is Assistant Professor of Biostatistics and Bioinformatics at Duke University School of Medicine. He received a Ph.D. in Cancer Epidemiology from The University of Pittsburgh in 2012 and a Master of Public Health degree from George Washington University in 2009. Dr. Troy teaches biostatistics in the Master of Biostatistics and Clinical Research Training programs at Duke, and does clinical research in cancer as a faculty member of the Duke Cancer Institute Biostatistics Shared Resource. Dr. Troy also serves as lead statistician at the Duke Marcus Center for Cellular Cures where he collaborates with investigators in the Duke Center for Autism and Brain Development to design and conduct clinical trials investigating the safety and efficacy of cellular therapies for improvement of behavioral outcomes in autistic children.


Carly Dobbins-Bucklad, MSPPM

Board Treasurer

Carly Dobbins-Bucklad serves as Senior Policy Analyst for the Allegheny Conference on Community Development. Before her time with the Allegheny Conference, Carly worked as a Strategy & Operations Senior Consultant for Deloitte Consulting LLP, where she worked with public sector partners including higher education institutions, state government agencies, NGOs, and healthcare providers. Before that, Carly was the Director of Operations and Communications for the PA League of Young Voters Education Fund and also served as a legislative assistant for 166th PA House Legislative District. Carly received her Masters of Science in Public Policy and Management from Heinz College at Carnegie Mellon University in 2010, and dual-majored in Communication and Political Science at Slippery Rock University for her undergraduate degree. Carly enjoys applying evidence-based decision making and strategic communication frameworks as a way to measurably improve how the world functions, and that is why she is proud to serve on CDR’s Board of Directors.


Kathy Firestine, JD, LPC, MST

Attorney & Therapist

Kathy Firestine has graduate degrees in law, psychology and taxation.  Kathy is an attorney and clinician.   She also has experience in research and compliance which has included working with insurance, healthcare, and social services organizations.  Kathy believes that systems that function in silos do not provide the highest quality of care and that collaboration is an effective model especially when based in data-driven, evidence-based systems.


Eric Tillman, MS, LPC, NCC

Licensed Therapist

Eric Tillman, MS, LPC, NCC is a highly motivated and skillful licensed clinician who strives to provide effective evidence-based psychotherapy services for individuals of all ages. He received his Bachelors of Arts in Psychology from Shippensburg University and then went on to receive his Masters of Science in Clinical Mental Health Counseling from Capella University. Eric has gained his diverse clinical experience through working in a variety of settings including wrap around services in the community and school environments, mental health services in a day treatment program, and drug and alcohol addiction counseling in an adult state correctional facility. Over the past several years, Eric has utilized his clinical and leadership skills in management roles.

Throughout his career, Eric has remained passionate about working with children and adolescents, and always felt there was a missing link in effective interventions for wrap around services. One of Eric’s goals as a board member of CDR is to help bridge the gap between effective evidence based care and treatment for underserved minority populations. He believes CDR will give him the platform to help in making better community based level of care decisions for these individuals.


Edward Zuckerman, Ph.D.

Author, Tools for Behavioral Health Clinicians

Ed Zuckerman earned his Ph.D. in Clinical Psychology at the University of Pittsburgh and has lived in and cared about the people in western Pennsylvania for more than forty years. He has taught at local university for half of those years and practiced in community and private settings. He has written and presented to professionals on ethical and legal practices and more recently included HIPAA and the ICD-10. His most popular books are The Clinician’s Thesaurus (Now in its 7th edition) and The Paper Office (5th edition). He brings a background in program evaluation, HIPAA laws, and electronic communications to his position on the Board.
